Apocalyptic Hope .......................... EU Index
A Permanent President of the EU
Council
see also www.cybertime.net/~ajgood/egov.html

It is remarkable that
Tony Blair is the one who made clear to Chirac that a "full
time president" was needed over the EU to increase stability
and continuity. It is also remarkable that everyone agreed, and
they all said that the new permanent president should come from a
leader within the EU,
either a president or prime minister.
We personally look for Prime Minister Tony Blair
-- who is as a "cousin" to the U.S. and also a member
of the EU --
to play that unique role.
England has always had a "special relationship" with
the US ( highlighted by Reagan and Thatcher). It was British
Forces that became our main ally in Iraq.
Our Echelon satellite system is shared by both countries, and is
strategic for gathering intelligence.
UK- USA System

Militarism is what unites England and the US , as well
as the US and the UN and the EU.
That is why it is important that Britain retain the Presidency of
the EU in a permanent position.
That is why it is important that the British major superpower
aligns with the EU "one voice".
The reason why the EU wants a permanent president over the EU
Council and also a Union Representative of Foreign Affairs is so
that they can "streamline decision-making".
You know, the less people involved in the decision-making the
easier it is to implement one's goals and plans.
And if you all speak the same language -- English -- so much the
better.
Democracy gets in the way when you have to have feed-back ( and
perhaps resistance) to globalist ideas, so they are making sure
that the inner core of decision-makers are a small group of
figure heads who are not answerable to committees, commissions,
councils, parliaments and the people.
Here is an article that spells that out :
"In other words, nothing so trivial as
the will of the people would ever be allowed to derail the EU
project,
which has come to define the world view for a whole class of
politicians, bureaucrats and lawyers
who have governed the nations of Europe for a generation.

Will Tony Blair become the long-term President over the EU ?
--June 24, 2007
( Ed: With "Old Europe" backing )
The notion that Blair might become the first
full-time EU president was also aired in the FT (that
establishment notice board and job centre), which reported that
the plan has the backing of Nicolas Sarkozy, the French
president, who in turn has won the approval of Angela Merkel, the
German prime minister.

Blair wants powerful leader [ foreign minister ] over nation
states -- March 8, 2007
"Tony Blair is set to back plans for a powerful new EU foreign minister
.... " such as the common foreign minister
plan - without the democratic support of voters
"Germany's ambassador to the UK, Wolfgang
Ischinger, spoke warmly of the idea of an
EU foreign affairs supremo, a role that would go
to a full-time unelected
Brussels figure who would strut the
world stage at taxpayers' expense to present
a "harmonised" foreign policy on behalf of the
27-member club."
EU
also wants a permanent President [ Ed: Will a German
politician fill that bill ? ; a stamp-pad role; not
a major-player ]
"He went on to call for a "permanent,
professional" presidency, branding the current system -
where the EU presidency rotates every six months - as
"almost ridiculous".

The EU Council Presidency -- June 29, 2005
One of its main tasks
is to approve or reject, together with the Parliament, laws put
forward by the Commission. Each country in turn holds the

EU leaders, who signed the constitution in October, contend it
would streamline operations and decision-making and improve
democratic accountability. It also would create an EU
president ( Ed: permanent ) and ( also a ) foreign minister, raising
Europe's profile on the global stage by giving it the ability to
speak with one voice.

PM Tony Blair calls for a full-time Union President
The Prime Minister will tell Valéry Giscard dEstaing, the
former French President who is chairing the convention drafting
the EUs first constitution, that the Union needs
a full-time president if it is to punch its weight
in the world.

EU leaders would choose the holder of this
powerful new post.
A European foreign minister, who would represent the
Union on the international stage, would assist the president.
a full-time president of the council,
probably a former national prime minister or president,
would provide the gravities and continuity that is absent under

New EU
President to be elected by the governments of Europe--not
by the people.. Oct. 11, 2002
The European Union should have
a President, according to the British Government. However, the
President is not to be elected by the people of Europe,
[
ed. note: no 'demos', no democracy
] but by the
governments of Europe, reports the Danish newspaper Politiken.

President of
EU states
---Nov 28-2002
The Prime Minister's theme will be that the EU should
take on a bigger role by being "democratised rather than
centralised". He will say that the way to ensure democratic
legitimacy is not to hand more power to Brussels but to increase
the role of the European Council, which is composed of
the leaders of the 15 EU members, and the Council of Ministers,
which includes ministers from the member states.

European Council President to have lesser
powers ---
6- 6- 03
The idea of a
permanent chairman of the European Council has remained but
the powers allocated to the post have been greatly reduced. ........
Commission president
Romano Prodi also said in a speech to the European Parliament
this week that he could accept the idea of a weak
chair of the European council.
EU
Needs a Single President---Jan 10, 2003
besides
the Commission president
[note :reading this closely, the FM has the most power ]
"We should ask ourselves
whether it makes sense to maintain two presidents of the executive, one for the Council and
the other for the Commission, or whether it
would be better to have a single office, presiding
over both institutions.....
We propose a full-time president with a term of
office of, say, five years, to provide
continuity. The president would be appointed by national
leaders [ the Council ] following
the five-yearly elections to the European parliament. The
nomination would be subject to confirmation by the parliament or
by a special congress, comprising European
parliamentarians and representatives of national legislatures.
The president would be responsible to prime ministers, meeting
in the European Council, and to the parliament or congress.
The president's primary role would be to represent the EU
at home and, alongside the new minister for foreign
affairs, on
the world stage. He
or she would also make proposals for legislative and executive
action and would play a
leading role in developing the EU's
programme, which would be devised by the
Commission and adopted by the Council.
As president of the Commission,
he or she would assume responsibility for the
implementation of the EU's decisions."

A new international
role for Blair ?
June 25, 2007
"Meanwhile, a new international role for the
outgoing British prime minister as a Middle
East mediator is expected to be confirmed
this week, according to several media reports.
The idea is reportedly strongly backed by US president George W.
Bush, with some European leaders as well as the European
Commission chief Jose Manuel Barroso also expressing their
support at last week's summit, according to the International
Herald Tribune.
The nomination is to be hammered out on Tuesday (26 June) in Jerusalem, at a meeting of diplomats representing the
Quartet on Middle East peace process - the US, EU, UN and Russia
- the Financial Times reported.

So, if it's not him, it certainly gets the foot
in the door for the AC, who could actually succeed Blair as ME envoy.
How long is this post supposed to last?
