It is remarkable that Tony Blair is the one who made clear to Chirac that a "full time president" was needed over the EU to increase stability and continuity. It is also remarkable that everyone agreed, and they all said that the new permanent president should come from a leader within the EU, either a president or prime minister.
We personally look for Prime Minister Tony Blair
-- who is as a "cousin" to the U.S. and also a member of the EU --
to play that unique role.

England has always had a "special relationship" with the US ( highlighted by Reagan and Thatcher). It was British Forces that became our main ally in Iraq.

Our Echelon satellite system is shared by both countries, and is strategic for gathering intelligence.

Militarism is what unites England and the US , as well as the US and the UN and the EU.

That is why it is important that Britain retain the Presidency of the EU in a permanent position.
That is why it is important that the British major superpower aligns with the EU "one voice". 

The reason why the EU wants a permanent president over the EU Council and also a Union Representative of Foreign Affairs is so that they can "streamline decision-making".
You know, the less people involved in the decision-making the easier it is to implement one's goals and plans.
And if you all speak the same language -- English -- so much the better.

Democracy gets in the way when you have to have feed-back ( and perhaps resistance) to globalist ideas, so they are making sure that  the inner core of decision-makers are a small group of figure heads who are not answerable to committees, commissions, councils, parliaments and the people.
